Player Information
Number of Players for Games
Fast Pitch: A team must have at least 9 players from
start to finish.
Slow Pitch: A team may legally begin a game with 9 players.
A player arriving after the official start of the game may be
added to the lineup at anytime, if the lineup has less than
10 players. That player must be listed at the bottom of the
lineup. A team starting with 10, 11, or 12 players may finish
a game with 9 players if players are lost due to injury or ejection
and no substitute is available. If such a player is a batter,
the next hitter in the lineup will assume the ball/strike count
and finish the turn at bat. If such a player is a runner, he
or she is declared out and the game continues.
Co-Ed: A team can start with 9 players, using the short-handed
rule (the vacated position would be an out in the order). A
player arriving after the official start of the game may be
added to the lineup at anytime, if the lineup has less than
10 players. That player must be listed at the bottom of the
lineup. If using 10 players, there must be 5 male and 5 female
players. If using Extra Players (EP's), 12 players (6 male and
6 female) must start the game.
If a Co-Ed team loses a player (starting with 12 and then reducing
to 11) due to injury or ejection and no substitute is available,
the following player in the batting order must be removed from
the lineup. This player cannot re-enter in the batting order,
but may still play defense.
A Co-Ed team may finish a game with 9 players, if players are
lost due to injury or ejection and no substitute is available.
The vacated spot is an automatic out every time in the batting
order.
NOTE: Teams cannot agree to play with less than the above
stated number of players.

Official Roster
Team membership consists of persons whose names, signatures
and driver's license numbers or DMVIC (Department of Motor Vehicle
Identification Card) numbers appear on the Official Team Roster,
Roster Adjustment Form or Roster Add/Drop Form as approved by
the League Office. A League schedule and team rosters will be
issued to each manager. The final Official Roster is listed
in the League Office.
Players
may play for two teams, but not in the same classification.
For example, a player can
play in Open and Fast Pitch, or Co-Ed and Masters, but not Co-Ed
and Co-Ed or Open and Open. Any player who participates for
more than two teams is ineligible and will be suspended from
further League play.
Any team using an ineligible player is subject to forfeiture
of the game.
The Manager (or team representative, if the manager is not present)
is responsible for, and must sign, the lineup card. This signature
affirms that only roster members legally entitled to play will
participate in the game. If, in the investigation of a protest,
it is found that a team has used an ineligible player, the team
manager is automatically suspended for 4 games (including playoffs)
and that game is forfeited.

Roster Changes
All additions and deletions to the roster must be received
by the League Office by July 29, 2007.
Note:
Any player listed on a team roster on Aug. 18,
2007 cannot be added to any other roster.
Requests to change rosters after the July 29 deadline
must be based upon the following circumstances: injury, military
transfer, or job transfer out of the Bay Area. UNDER NO CIRCUMSTANCES
CAN ROSTERS BE CHANGED AFTER THE REGULAR SEASON. Requests
must be submitted to the League Office in writing with documentation.
Final decision on all roster changes will be made by the League
Office. Any change that affects a team's classification or increases
the number of non-residents will not be allowed.

Benefit Fund
Injured players or their managers should notify the director
of the playground of the name and nature of the injuries of
the injured person and assist in filling out an accident report
on that date in order to assure eligibility for the benefit
fund.
The recreation director must fill out an accident report and
mail the report to the Athletic Division. The injured person
should go to his or her own doctor or a San Francisco emergency
hospital. The Manager's Benefit Fund covers up to $250.00 per
injury. If the injured player has no other medical protection
plan or if the injured player has a plan which has a deductible,
then he or she is eligible for this benefit. However, the injured
player must pay his or her own doctor bills and then submit
a claim to the Benefit Fund.
This Fund is not insurance. All claims for payment must include
doctor bills and insurance coverage payments. Injured participants
with no insurance coverage must submit a signed statement to
that effect.

Game Information
Verifying
Game Status -- Rain or Wet Grounds
Only managers should phone the League Office at415-831-6316-7
to check if a game will be played or postponed. Check
the Web site for field conditions.
PLEASE
DO NOT CALL BEFORE 3:30 P.M.
Do not assume a game is called off until verified by the
League Office!
If at game time it is raining or the field is wet, umpires
and playground directors will determine if a game should start
or continue (if in progress).

Official Scoresheet
The League Office will provide an official scoresheet for each
game and it will be kept by the home team's scorekeeper. If
the home team does not have a scorekeeper, the visiting team
keeps score. No change in home-team status will be made. If
neither team has a scorekeeper, both teams will keep score,
alternating during their times at bat. Failure to properly keep
score is subject to action by the League Office (forfeiture
or double forfeiture) at the League's discretion. The official
scoresheet must be returned to the Park Director at the conclusion
of the game by the team keeping score; a team may keep the duplicate
copy. All participating players must be announced to the scorekeeper
and listed on the official scoresheet, as well as reported to
the plate umpire. It is strongly recommended that
each team also keep its own scorebook.
Lineup Cards
Before game time, each team must fill out all information, including
players' last names and positions, as noted on the lineup card.
Lineup cards must be presented when called for by the plate
umpire or the game may be forfeited. The umpire will keep the
hard copy and will give the original to the opposing teams.
Additional cards may be secured from the director of the unit
or the League Office. All players listed must be present
when the lineup cards are exchanged.
Note: After the lineup cards
are exchanged, any player listed on them but not present will
be scratched when discovered. If applicable, the "batting
out of order rule" will apply when the infraction is discovered.

Umpires
The League Office has contracted with the Northern California
Umpire's Association to provide two umpires for all games.
Note: In the event the Umpire's Association, for reasons beyond
its control, cannot fulfill this agreement, the following procedure
will be followed:
a) The League Office will not recognize any League game played
without an assigned league umpire. If no umpires show up for
a game, the game will be rescheduled by the League Office.
b) If only one umpire has arrived by game time, that umpire
will conduct the game. Teams involved must call the league office
to be compensated with a refund at the conclusion of the league.

Official
Game
All games must be played as scheduled. There will not be any
time allowed for late arrivals or warm-ups. Teams must be on
the field ready to play at game time.
EXCEPTION: 6:30 Grace Period Rule (please
see Rule Changes).
The time limit will be announced to each team manager or captain
by the umpire when lineup cards are exchanged during the pregame
managers' meeting.
Game
time begins when lineup cards are torn at the conclusion of
the pregame conference.The
official timepiece is the umpire-in-chief's (plate umpire's)
timepiece.
All Slow-Pitch Games will be allowed one hour and ten minutes
of playing time. All Fast-Pitch games will be allowed one hour
and thirty minutes. While an Official Game consists of seven
innings, the one-hour-and-ten-minute rule for Slow-Pitch and
one-hour-and-thirty-minute rule for Fast Pitch will predominate,
so an official game may consist of less than seven innings.
A new inning (including one extra inning if the score is tied
after seven innings) begins only if the time limit has not been
reached at the instant the final out of the previous inning
is recorded.
However, if after one hour of play or five innings (whichever
comes first), and one team is fifteen or more runs behind, the
game will be called and no new inning will be started.
Any game not able to start as scheduled due to completion of
an earlier game will still play the allotted time. No new inning
will start after 10:30 p.m. (except a championship game, not
after 10:55 p.m.); the game will be suspended and completed
from that point at a later date.
Note: All tie-breaker and playoff games will use the fifteen-run
rule. Tie-breaker games will use regular time limits. Slow-Pitch
playoff games will use a one-hour-and-twenty-minute limit. Fast-Pitch
playoff games will use a one-hour-and-forty-minute time limit.
(If tied, tie-breakers and playoff games will continue until
one team wins.) Final games will be at least seven innings and
will continue until one team wins.
Exception: In any situation where play is suspended for more
than five minutes due to injury or field conditions, the time
limit will be extended to make up the full amount of time lost.
In this event, the plate umpire will announce the new time limit
before resuming play.
In any situation where play of a game is interrupted for longer
than twenty minutes, the game will be suspended. This suspension
policy is applicable only if another league game follows the
suspended game.
A suspended game will be replayed from the point of suspension
and rescheduled by the League Office.

Designated Player
Fast Pitch only, ASA Rule 4, Section 3. If any player in the
lineup is injured or removed by the umpire and no substitute
is legally available, the DP must then enter the game on defense
and the DP's role is terminated. The defensive player must take
the removed player's position in the batting order.
Extra Player
Slow Pitch Only, ASA Rule 4, Section 4 (F). One or two extra
players may be designated at any place in the batting order.
The EP('s) may enter a game on defense at any time, but the
batting order must remain the same throughout the game.
Exception: A team using an EP may finish the game with 9 or
10 players if players are lost due to injury or ejection and
no substitutes are available.

Courtesy Runners -- All Classifications
Only one Courtesy Runner is permitted per inning, if using the
Courtesy Runner rule.
A. The batter-runner must reach first base or subsequent bases
on their own before a courtesy runner can be granted.
B. The courtesy runner is the last player that has completed
his or her turn at bat, and who is not currently a baserunner.
C. If there are no players in the lineup who have completed
their turn at bat yet (first inning only), and batter or batters
reach safely then the courtesy runner will be the last batter
in the line up. Any exception will revert to "B".
D. Co-Ed Only: When using a courtesy runner, a team must replace
the runner with a runner of the same gender in accordance with
"last out" rules.
Industrial League Only
At bat:A:
The batter begins each plate appearance with the count of one
ball and one strike.B:
The batter is allowed one free foul ball after the second strike.
Over the Fence Rule
A: Only one fair ball per team is allowed over the fence (home
run or double) on Lang #1, Lang #2, Rolph #1, Rolph #2 and Jackson
#1 diamonds.
B: Each successive fair ball that goes over the fence on a fly
will be ruled an out.

Awards
A team sponsor's trophy and individual player awards will be
awarded to the winner and runner-up of each class.
Standings
Managers may only call the Athletic Division at 415-753-7023
on Wednesdays or Fridays from 3:00 to 5:00 p.m. to obtain standings.
Standings will not be given out during the rest of the week.
Check the Web site for current
standings.
Each team will be awarded two points for a win, one point for
a tie and zero points for a loss.
Head-to-head results will not be a factor in breaking ties for
playoff positions. Ties will be broken by special tie-breaker
games. Playoffs will be held to determine the champion and runners-up
of each classification.
Teams will move up in class for the following season as below.

Procedures
Forfeits
Any team forfeiting a league game will be suspended from further
play until a $25.00 fee is paid at the League Office. If payment
is not received before the next scheduled game, the forfeiting
team may be dropped from the League. All forfeit fees must be
paid by cashier's check, money order or cash.Note:
A team forfeiting 3 games:.
Will not be allowed to finish the season
. Will be ineligible for the next seasonThe
manager is responsible for fees owed and cannot participate
until all fees are paid.Top
Ejections--Anyone
ejected from a game for unsportsmanlike conduct, or anyone demonstrating
unsportsmanlike conduct toward an umpire after a game has ended,
is automatically suspended from his or her team's next scheduled
game. Failure to sit out a suspension will result in the forfeiture
of the game. Ejected participants must leave the grounds. Failure
to leave or returning after the game and continuing their poor
conduct can result on a minimum four-game suspension. Managers
are responsible for finding out the length of the suspension.

Protests--There
will be no protest involving a decision based upon the judgment
of an umpire. Please check your Rule Book for proper protest
procedures.
. Only the manager may notify the plate umpire of his or her
intent to play the game under protest. The notification of intent
to protest must be made to the plate umpire immediately -- before
the next pitch. Be sure the plate umpire has noted your intent
to protest on the lineup card and in the scorebook and has informed
the manager of the other team before continuing play.
. Any player who is challenged on eligibility will be requested
to show an I.D. to the umpire. If player does not have I.D.,
he or she must sign the lineup card or the game is forfeited.
All identification is done by a California Driver's License
or California DMVIC and signature. All information must match
official rosters.
. After properly notifying the plate umpire, all protests (including
player eligibility) must then be submitted in writing accompanied
by a $15.00 protest fee (cashier's check or money order only)
and received by the League Office at Kezar Pavilion, Stanyan
and Waller Streets, within two business days following the protested
game; otherwise the game will stand as played. Protests in tie-breaker
and playoff games must be received prior to 5:00 p.m. on the
first business day following the protested game.
. The protest fee will be returned if the protest is upheld.
If denied, the fee will revert to the League Office.

Appeals--For
any disagreement with the League Office's decision on the outcome
of a protest, the concerned team may appeal in writing to the
League Office, accompanied with a $15.00 appeals fee. All appeals
must be received by the League Office within three (3) business
days of the postmarked date on the written decision. A Softball
Appeals Committee will then be established to hear the appeal.

Players' Code of Conduct
All
Participants Are Required to Abide by the Players' Code of Conduct
No Player May: Refuse to abide by an official's decision,
threaten an official, or at any time lay a hand upon, push,
shove, or strike an official. "Player" means any
participant, i.e., player, squad member, coach, manager, scorekeeper
or fan.
Penalty: Officials will eject player or players from
the game and report the incident to the League Office. There
is an automatic one-game suspension for any ejected player.
For any flagrant act, the suspension will remain in effect
until final disposition by the League Office.No
Player May: Demonstrate objection to an official's decision
be throwing any object, and no object shall be thrown in any
manner, for any reason, that an official judges to be dangerous.
Penalty: Officials will eject player or players from
the game and report the incident to the League Office. There
is an automatic one-game suspension for any ejected player.
For any flagrant act, the suspension will remain in effect
until final disposition by the League Office.
No Player May: Be guilty of using unnecessarily rough
tactics in the play of the game against the body and person
of any opposing player.
Penalty: Officials will eject player or players from
the game and report the incident to the League Office. There
is an automatic one-game suspension for any ejected player.
For any flagrant act, the suspension will remain in effect
until final disposition by the League Office.
No Player May: Be guilty of an abusive verbal attack
upon any player, official, or spectator. Any use of profanity,
obscene or vulgar language in any manner, at any time, will
not be tolerated.
Penalty: Officials will eject player or players from
the game and report the incident to the League Office. There
is an automatic one-game suspension for any ejected player.
For any flagrant act, the suspension will remain in effect
until final disposition by the League Office.
No Player May: Be responsible for the presence of intoxicating
substances in the team area, or use any intoxicating substances,
or appear to be in an intoxicated condition. When non-participants
are known to have intoxicating substances, players shall remain
on the field or in their team area.
Penalty: Officials will eject player or players from
the game and report the incident to the League Office. There
is an automatic one-game suspension for any ejected player.
For any flagrant act, the suspension will remain in effect
until final disposition by the League Office.
No Player May: Smoke while coming off or going onto the
field of play, or while on the field of play.
Penalty: Officials are required to warn players guilty
of infractions of this rule, and failure of such players to
comply will result in their immediate ejection from the game.
No Player May: Permit anyone to remain in the team area
during the game who is not a roster member of the team. Managers,
scorekeepers, batboys and batgirls are excepted.
Penalty: Officials will notify a team's manager if this
rule is not complied with. Thereafter, failure to cooperate
with officials in enforcing this rule shall result in forfeiture
of the game.
The League Office has the power and full discretion of
imposing penalties on all violations of player's code of conduct.
For any violation not explicitly stated in the code, the penalty
will be at the discretion of the League Office.
Game Officials (Umpires) have general authority to handle
unsportsmanlike conduct in accordance with ASA Rule 10, Section
9.
The Game Official in Charge may either suspend or declare
forfeit any game where in his or her judgment there has been
a violation of the code, making it unsafe to continue the contest.
San Francisco City Laws--SF
Municipal Code, Article 6.Section
69, Disorderly Conduct: No person shall, in any Park, Square,
Grounds, or Recreation Facility:
A. Use Profane, Indecent or Insulting Language.
B. Do any act tending to a Breach Of The Public PeaceSection
70. Intoxicated Persons: No person who is intoxicated, noisy,
disorderly, boisterous, or publicly offensive, shall be admitted
into or permitted to remain within any Park, Square, Grounds,
or Recreation Facility: The person in charge shall refuse admittance
to any such person and shall eject any such person therefrom.The
use of intoxicating substance is prohibited. Any player found
using or consuming any intoxicant before or during a game will
be suspended and/or game forfeited.Players
release the City and County of San Francisco, and/or the Recreation
and Park Department, and/or Director in charge, from all liabilities,
claims, demands, debts and judgments.

Equipment
Teams must supply their own equipment, except bases. At game
time, each manager must supply the Umpire with an official game
ball. (Co-Ed: two game balls - one 11-inch and one 12-inch).
The team responsible for causing the ball to go out of play
becomes responsible for retrieving or replacing it with another.

Balls
Only OFFICIAL ASA softballs may be used in league games.
A. The following companies have approved licenses with ASA:
Anaconda Sports, A.D.Starr, DeBeer, Diamond, Dudley Sports,
Star Sports, Steele's Sports and Worth Sports.
B. All Fast Pitch Leagues will use COR .47, white-stitch or
COR .47 Optic yellow red-stitch softballs.
C. The red-stitch
(and/or indelible stamping as approved by the ASA) 11-inch
COR .44/375-lb. compression restricted flight softball will
be used by Women's Slow Pitch Leagues and for all female batters
in Co-Ed leagues.
D. The red-stitch (and/or indelible stamping
as approved by the ASA) 12-inch COR .44/375-lb. compression
restricted flight softball will be used by Masters, Seniors
and Open Slow Pitch leagues and for all male batters in Co-Ed
leagues.
E. NO CORK CENTER BALLS MAY BE USED STARTING IN THE SUMMER 2004 SEASON.
F. If available, approved softballs can be purchased from the
Park Director.
G. Balls will be provided for playoff games only.

Shoes
Football cleats, track shoes or soccer cleats are not allowed.
Metal cleats are only allowed in Fast Pitch and Open A Slow
Pitch.
Catcher's Mask
Must be worn in all League games.
Note: Fast-Pitch catchers are required by ASA to have a throat
protector on the mask. An extended wire protector can be worn
in lieu of a throat protector attached to the mask.
Bats
Only "Official Softball" bats per ASA Rule 3, Section
1 are allowed. No ASA-banned bats allowed. Composite bats are only allowed in Open B and CC. See
the "Illegal
Bats" page for more information.
Bases
If anchor bases cannot be safely attached, loose bases will
be used.
Helmets
All adult Fast-Pitch offensive players must properly wear batting
helmets that have approved by the National Operating Committee
on Standards for Athletic Equipment (NOCSAE) per ASA Rule 3,
Section 5 (D).

Grace Period Rule for 6:30pm Games Only

If either team does not have at least nine players to legally
begin, a five-minute grace period will be allowed.The
grace period, when utilized, will be part of the 1:10 minute
game.

GENERAL GROUND RULES
RULES APPLICABLE TO ALL PLAYING FIELDS:
1. Provisions are in effect as of March 1, 2003. All previous ground rules are superseded.
2. Ground Rules established by the League and published for the current season shall always govern, whenever they apply to any specific situation.
3. It is League policy that these Ground Rules, including specific Ground Rules for each and every Playing Field, shall be posted in the Clubhouse/Office at all such locations used by the League.
4. Game umpires shall clarify these Ground Rules (including additional Ground Rules, if necessary) to both teams and their coaches, but nothing stated by the umpires before the game or ruled by the umpires during the game may legally conflict with these published Ground Rules or with any additions and/or changes authorized and published by the League.
5. Safety of participants is the primary consideration governing these published Ground Rules or with any additional Ground Rules which may be made at any location.
6. Any special Ground Rule addition to these Ground Rules Shall be announced before the game and also noted on the lineup card(s) turned in by the plate umpire, but failure to note said addition can not be protested.
7. Unless specifically stated otherwise as part of a particular Ground Rule, ASA Rules shall apply whenever a Ground Rule is invoked in any situation.
8. When a fly ball putout is clearly prevented by the interference of any non-participant (including a player in another game), an umpire may declare the batter out, in which event the ball is dead and bases may be awarded to other runners. All this is umpire judgment. Otherwise, there cannot be non-participant interference unless the act is judged intentional, in which event the ball is dead and the umpires shall decide the bases to be awarded.
9. When an outfielder believes a ball is “out of play”, said fielder should step away from the ball and raise his/her hands to signal the field umpire to come and make a ruling. Playing the ball will probably cause it to remain alive. All this is umpire judgment.
10. Whenever a tree or pole is located on and overhangs from foul ground, any batted ball touching said tree or pole within the field, if still in flight is a foul ball. Any other ball so touching remains alive and in play if it stays within the field.
11. Whenever a batted ball hits a tree or pole overhanging the field from behind an outfield fence: To award a home run, an umpire must judge the ball would have cleared the fence. Otherwise the ball remains alive and in play whenever it comes down within the field.
12. Whenever a batted ball hits a tree or pole within the playing field: To award a home run, and
umpire must judge the ball would have cleared the fence. Otherwise the ball remains alive
and in play whenever it comes down within the field.
13. When a tree line is called “out of play”, every tree along that line is “out of play.”
14. Balls lodging in trees are dead (and remains dead) when so declared by the umpire, and unless otherwise stated, ASA Rules apply.
15. Unless otherwise stated, all fences are per ASA Rules. Fair batted balls lodging in, rolling under, going through and/or bouncing over fences are ground rule doubles(i.e. two-base awards).
16. If the plate umpire, at his/her discretion, decides it is necessary, he/she shall announce ground rules establishing “out of play” areas for earth mounds and/or similar areas.
17. If the plate umpire, at his/her discretion, decides it is necessary, he/she shall announce ground rules establishing “out of play” areas for water hazards and/or similar areas.
18. If a specific published Ground Rule for a particular Playing Field conflicts with these general provisions, said specific Ground Rule shall govern.

Left field: * Through the gap between the outfield fence and the “out of play” line. This
is a two-base award.

Home Run Rule
If the tree or light pole is located inside the park…If the ball hits the tree / light pole above the fence line and does not go over the fence, and in the umpires’ judgment, if it weren’t for the tree, the ball would have gone over, it is ruled a four (4) base award and does not count as one over the fence.
If the ball hits the tree / light pole above the fence line and goes over, it is ruled a HOME RUN, one over the fence.
If the ball hits the tree / light pole below the fence line and stays in, the ball is LIVE!
If the ball hits the tree and goes over the fence but in the umpires’ judgment, if it weren’t for the tree, it would not have gone over, it is ruled a ground-rule double. This would not count as one over the fence.
If the tree or light pole is located outside the park…
If the ball hits the tree / light pole outside the park and comes back in, it is ruled a HOME RUN, one over the fence.
In all cases…if the ball is tipped off the outfielder’s glove and goes over the fence, it is ruled a four (4) base award and does not count as a home run over the fence.
